About the Project

The Rolling Stock, Systems, Operations and Maintenance (RSSOM) project is one of many contracts to deliver the Ontario Line, a 15.6-kilometre stand-alone rapid transit line that will connect the Ontario Science Centre to Exhibition/Ontario Place.

The Role

Reporting to the Contract and Claims Specialist, the Claims Coordinator will be responsible for managing and overseeing all aspects of claims related to the Project. This includes analyzing project documentation, coordinating with internal teams and external stakeholders, and ensuring that claims are prepared, submitted, and resolved efficiently and effectively. The ideal candidate will have a strong understanding of construction processes, excellent communication skills, and the ability to navigate complex contractual agreements.

Role and General Responsibilities

• Develop and implement, in close coordination with the Contract and Claims Specialist, claim management strategies to manage and coordinate the claims process for the Project to identify, produce and substantiate claims.
• Review and assess contract documents, including specifications, drawings, and correspondence related to claims.
• Work closely with Project Leadership, Engineering, Procurement, Project controls, PLAA, Risk and subcontractors to gather necessary information for drafting claims.
• Participates actively to develop and manage an identification process which enables early notification of claims, back charges, or disputes.
• Prepare (draft) and submit claims to client, partners, and subcontractors in a timely manner.
• Responsible for assembling comprehensive and supported claim documents that encompass both direct cost impacts (task-related expenses) and indirect costs (operational expenses) whenever their existence can be validated.
• Responsible for administering the Project claim strategy, on a case-by-case basis, to substantiate the most robust argument, collaborating closely with the other members of the Contract Department. Anticipate the impacts of unforeseen events on project scope, schedule, and budget.
• Provides support by assessing impact of claim and providing data to support and defend the Joint Venture position.
• Track the progress of claims and ensure all deadlines are met.
• Liaise with legal counsel and consultants as required to resolve complex claims.
• Maintain accurate records of all claim-related communications and documentation.
• Collaborate with internal teams to identify potential claim issues and develop strategies to mitigate risks.
• Provide support and guidance to project teams on claim-related matters.
• Stay updated on industry regulations and best practices related to claims management.

Qualifications:

• Accredited degree or equivalent in Business, Construction Management, or Business Law.
• 5 years of claims formation, administration, and resolution within the construction industry.
• Proven ability to prepare claims and assess basis for claims both on a financial quantum and a delay and disruption basis.
• Experience with top-down and bottom-up quantum analysis.
• Strong understanding of contracting principles and legal terms and conditions.
• Strong working knowledge of Contract or Construction Law.
• Strong understanding of construction contracts, claims procedures, and dispute resolution processes.
• Excellent oral and written communication skills.
• Attention to detail and self-motivated.
• Ability to work independently and collaboratively in a fast-paced environment.
• Excellent negotiating, interpersonal, and communication skills.
• Excellent computer and software skills, including Word, Excel, Power Point, Outlook.
