Duties

Strategic Communications and Ministerial Affairs (SCMA) provides briefings, correspondence and logistical support for Treasury Board meetings, parliamentary affairs, Cabinet business and dealings with other government departments and non-governmental organizations. SCMA manages and coordinates Treasury Board meetings; coordinates the Secretariat’s access to information and privacy activities; and tracks the President’s and the Secretary’s correspondence, and assists in preparing replies.

SCMA is responsible for developing internal and external communications products (e.g. communications strategies and plans, speeches and speaking notes, media advisories, news releases, questions and answers), providing services in consultation with subject matter experts, supporting ministerial events and press conferences and ensures a web presence for the President, the Treasury Board and the Secretariat and prepares department-wide messages, including messages from the President of the Treasury Board.

In addition, SCMA develops and implements government-wide policy instruments related to communications and corporate identity, and monitors compliance by government departments and agencies.

Intent of the process

A pool of qualified persons resulting from this process will be created and will be used to fill positions with various linguistic profiles (bilingual imperative BBB/BBB, bilingual imperative CCC/CCC) as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

Education:

• A degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience

Degree equivalency

Experience:

• Experience in journalism, information services, a press clipping operation or a related field;
• Experience in writing or editing a variety of communications products;
• Experience providing services or information directly to the public.

• Knowledge of the roles and responsibilities of the Treasury Board Secretariat and the Government of Canada;

Asset Experience:

• Experience in media monitoring.
• Experience responding to public enquiries.
• Experience working with social media platforms, such as but not limited to Hootsuite, X(Twitter), Google Analytics.
• Experience in using various software programs to help in the collection and distribution of news article collection, such as Excel, Microsoft 2010, Adobe Acrobat, NewsDesk .

Operational Requirement(s)

Work overtime on short notice. Work hours will fluctuate between 7am and 5pm. Overtime will be required one Saturday a month to issue the weekend media monitoring report.
